Transportation Security Administration Chief Counsel Office

The Transportation Security Administration is seeking to hire multiple entry-level and experienced attorneys at its headquarters in Springfield, VA (within the National Capital Region) and a number of offices nationwide. TSA Chief Counsel Office is hiring for the following practice groups: Labor & Employment Litigation; Employment, Civil Rights, Labor Policy and Ethics; and Field Operations. 

Depending on experience level, selectees will be hired starting at the General Schedule (GS)-11 equivalent pay band up through the GS-15 equivalent level. The position has promotion potential to the GS-15 level. DHS offers generous employment benefits, to include a flexible telework schedule.

Litigation: Selectees will have the unique opportunity for hands-on litigation from the start, and will first-chair their own cases from discovery to trial before administrative tribunals such as the Merit Systems Protection Board and Equal Employment Opportunity Commission, as well as before labor arbitrators. Positions are located in San Francisco, CA, Atlanta, GA, Detroit, MI, Dallas, TX, Philadelphia, PA, and at TSA Headquarters in Springfield, VA. Employment, Civil Rights, Labor Policy and Ethics: Selectees will have the opportunity to advise on legal matters of a national scope, with open positions in the ethics and labor & employment practice areas at TSA Headquarters in Springfield, VA.

For labor & employment, TSA is embarking on a new chapter with regard to compensation and collective bargaining. Selectees will participate in policy development, strategic planning, labor negotiations, and advise on a wide variety of labor and employment issues. This is an opportunity to assist with the implementation of new workforce initiatives from the ground up and advance the agency’s strategic priority “Commit to Our People,” significantly contributing to TSA’s important security mission.

For ethics, the portfolio includes advising the client in accordance with the Standards of Ethical Conduct for Employees of the Executive Branch and related statutes and regulations, and reviewing financial disclosure reports.

Field Operations: As Field Counsel, individuals will work directly with TSA senior executives and management at the nations’ Federalized airports, providing legal counsel to support TSA activities at the airport on a wide range of issues such as labor and employment law, civil and criminal enforcement, civil rights, ethics and the interpretation of statutes, regulations and executive branch orders pertaining to transportation, homeland, and national security.
